Federal judge denies restraining order against HISA implementation

Columbus, OH – “Regulations under the new Horseracing Integrity and Safety Authority will go into effect as scheduled this week after a federal judge in Louisiana denied a restraining order and preliminary injunction sought by litigants in a lawsuit brought against the newly created independent, non-governmental agency that was created by federal legislation to provide national oversight on safety and medication policies in Thoroughbred racing,” according to a story in Paulick Report on Friday (July 1).

According to the report, “Judge Terry A. Doughty, initially filed a “minute order” in United States District Court for the Western District of Louisiana’s Lafayette Division, giving the defendants in the suit until July 14 to respond to the motion for a temporary restraining order and preliminary injunction against the Authority. He would later deny the motion for a restraining order after a telephone status conference was held late afternoon June 30.”
