As your constituent, I am writing to encourage you to support the Racehorse Health and Safety Act (RHSA) H.R.5693 introduced on September 26 by Rep. Clay Higgins (R-LA).

This legislation will repeal and replace the misguided and controversial Horseracing Integrity and Safety Act (HISA), which has been declared unconstitutional by the U.S. Fifth Circuit Court of Appeals and has proven to be weak and ineffective in protecting racehorses. 

The RHSA:

-	Protects the health and welfare of horses
-	Improves the integrity and safety of horse racing
-	Is designed by horsemen and rooted in veterinary science
-	Fairly funds the implementation and execution of the legislation

The RHSA is endorsed by the United States Trotting Association (USTA), the American Quarter Horse Association (AQHA), the National Horsemen's Benevolent & Protective Association (HBPA), the North American Association of Racetrack Veterinarians (NAARV) and more than 30 other respected equine organizations.
