After passing the Pennsylvania Senate early in the morning of July 2, the bill to give slots to tracks and other venues in the state stalled in the House on the afternoon and evening of July 2.

The holdup came primarily from negotiation to determine what programs state proceeds from slots would be earmarked for and what schedule they would be distributed on. There was also dissent on the extent to which a lawmaker could own any business that benefitted from slots.

By the end of the day, legislators said they had worked out essential differences in the disputes and expected to rejoin the matter of passing a bill to send to Governor Rendell today.
