Injunction against HISA narrowed to three elements

Columbus, OH — According to a story on bloodhorse.com, the Fifth Circuit Court of Appeals on Aug. 8 granted in part and denied in part a stay of a July 26 preliminary injunction issued by a lower court against enforcement of federal horse racing regulations in Louisiana and West Virginia.

“HISA needs to hire someone who knows how to read a statute,” commented USTA President Russell Williams as a response to the decision by the Fifth Circuit Court of Appeals.
