Columbus, OH — New York Governor Andrew Cuomo has proposed a 2.75 percent surcharge on racing purses that horsemen say would undercut gains from anticipated new gaming revenue.
According to a story in the Thoroughbred Times, the surcharge is one of many proposals Cuomo outlined during a formal budget address on Tuesday (Feb. 1) in Albany.
The money raised from the surcharge would close a roughly $2 million annual deficit in the New York State Racing and Wagering Board’s Regulation of Racing Account.
