Harrisburg, PA — The Pennsylvania Horse Racing Commission at its Sept. 30 meeting approved 2025-26 marketing and promotional funds for the seven entities that regularly receive a share of revenue from the Pennsylvania Race Horse Development Trust Fund.
The PHRC approved the following, which is based upon legislation that devotes 1% of slot machine revenue from the PHRDTF to marketing and promotions.
- Pennsylvania Horse Racing Association, which oversees the annual statewide campaign: $877,483. The PHRA works with Thoroughbred and Standardbred organizations to promote horse racing in the state.
- Pennsylvania Standardbred Horse Breeders Association: $61,971.
- Pennsylvania Harness Horsemen’s Association (Mohegan Sun Pocono and Harrah’s Philadelphia): $188,871.
- Meadows Standardbred Owners Association: $120,942.
- Three Thoroughbred organizations were allotted a total of $505,000.
Pennsylvania still does not have a finalized state budget, which impacts these payments. Tom Chuckas, PHRC Thoroughbred bureau director, at the meeting recommended that every entity that receives funds should submit a marketing plan and budget as soon as possible “to get ahead of the curve” before the state budget is approved.
