Columbus, OH — James Kent “Chip” Hastings, 77, of Delaware, Ohio, died Oct. 10, 2025, at his home.

He was born Nov. 23, 1947, in Columbus, Ohio, to the late James and Wanetta (née Kent).
Mr. Hastings was employed by the USTA for 32 years over two stints. He first joined the association in 1976, serving in the capacity of director of officials through 1984. He returned to the USTA in 1992 in the role of liaison officer, a post he held until his retirement in December 2017.
During his time at the USTA, Mr. Hastings oversaw the development and implementation of the first computer-based race office system (now known as eTrack) and the program for electronic eligibilities. He also managed the implementation of reciprocal memberships and licenses between the USTA and Standardbred Canada. In working with officials, he was the founder of the North American Judges and Stewards Association, developed the curriculum for the harness racing accreditation program, and developed the first-ever penalty point system for violations and repeat offenders.
He also served in the capacity of presiding judge at many racetracks, adjudicating races in Florida, Kentucky, Maryland, New Jersey and Ohio.
He enjoyed golf, woodworking, fly fishing, and was an avid fan of Ohio State Buckeyes sports. He was a member of the Delaware County Senior Fair Board. He was passionate about harness racing and The Little Brown Jug, and he was a member of the Little Brown Jug Society.
Mr. Hastings is survived by his wife, Karen (née Wood); children, Jeff, Jillian (Monte) Paschal, Jennifer (Ian) Burkett, Jennifer (Brent) Barrick, Bryan (Gary) Barrick and Kristie Barrick; 10 grandchildren; sister, Pam (Steve) Hazelton; nephew, Charlie Johnson, and niece, Stephanie Hazelton.
