NY Governor Kathy Hochul signs horse slaughter bill on National Day of the Horse

Columbus, OH – On Wednesday (Dec. 13), New York Governor Kathy Hochul signed legislation that prevents the slaughter of racehorses and racehorse breeding stock in the state for human or animal consumption.

According to the governor’s website, “Governor Kathy Hochul today signed legislation to prevent equine cruelty to recognize National Day of the Horse. Legislation S.2163B/A.5109A prohibits the slaughter of horses for human or animal consumption. Legislation S.1677A/A.3552A increases fines for selling disabled Equidae.”

“Nearly 20 years ago, the U.S. Congress declared December 13 to be National Day of the Horse,” Governor Hochul said. “Here in New York, we are marking this occasion by signing new laws to address animal cruelty and the mistreatment of horses in our state.”

The legislation had widespread support from both harness and Thoroughbred horsemen.

“The Empire State Harness Horsemen’s Alliance supported this legislation because we condemn the slaughter of all horses,” said Standardbred Owners Association President Joe Faraldo. “All of the horsemen in New York, regardless of breed, supported this legislation.”

The Empire State Harness Horsemen’s Alliance is an organization comprised of harness horsemen, trainers, breeders, owners, and agricultural representatives from all across New York State.
