Columbus, Ohio — The United States Trotting Association, in partnership with the Racing Officials Accreditation Program (ROAP), is pleased to announce the 2026 Harness Racing Officials Accreditation School.
The school will be held in Lexington, Ky., from Sunday, Sept. 27, through Sunday, Oct. 4, with educational sessions taking place at both the Keeneland Training Center and The Red Mile. The program is open to qualified applicants, and applications must be submitted by Friday, July 31, 2026.
The 60-hour educational seminar will be conducted in accordance with ROAP guidelines and is designed to provide participants with the knowledge and training required to become accredited harness racing officials. ROAP accreditation is a prerequisite for serving as a judge or steward in most racing jurisdictions.
The comprehensive curriculum covers both the day-to-day responsibilities of racing officials and more specialized topics, including medication and drug testing, administrative law, and regulatory hearings.
Instruction will be provided by nationally recognized judges, stewards, veterinarians, attorneys, and other industry professionals. Participants will also have opportunities to shadow licensed judges and racing officials, gaining valuable hands-on experience and insight into racetrack operations and the duties of racing officials.
Upon successful completion of the school, participants may pursue ROAP accreditation by satisfactorily completing five examinations: an oral examination, a racing video analysis examination, a medication and drug testing examination, a legal and regulatory issues examination, and a general rules and regulations examination.
In addition, candidates must meet the experience requirements established by ROAP before accreditation can be granted. More information regarding the accreditation process is available on the ROAP website.
The registration fee for the program is $725. Participants are responsible for their own transportation, lodging, and other personal expenses.
