USTA announces “What HISA Means to You” video series, first video on the cost to harness industry

Columbus, OH — The U.S. Trotting Association announced on Tuesday (Oct. 11) the release of the first in a three-part video series “What HISA Means to You” on the problems that the Horseracing Integrity and Safety Act pose to the harness racing industry and its participants.

In the first video, which describes the danger of the unknown costs of HISA, trainer Brian Brown is featured explaining some of his concerns about who is going to pay for all the fees that will be levied on horsemen.

Among the highlights in the video are:

– HISA creates a regulatory authority that is federally unfunded so the costs will be passed along to racing participants.
– These fees will be a threat to both large and small businesses and will cost jobs.
– So far in 2022, just the Racetrack Safety arm of the legislation has cost the Thoroughbred industry $14.3 million.
– The Medication and Drug Testing Program, which is expected to cost much more, doesn’t take effect until Jan. 1, 2023, and HISA has not yet announced the price tag for that.
– HISA has no oversight for increasing fees in the future.
– While harness racing is not specifically written into the law, it is expected that it will be opted into HISA.
