Columbus, OH – On Tuesday (Oct. 14), Chairperson Jeff Gregory and Directors Stacy Chiodo, Jason Settlemoir, and Ashley Tetrick hosted the annual District 12 (NJ) meeting via Zoom.
The meeting included a discussion of and voting on the nine 2026 Proposed Rule and Bylaw Changes.
Following are the voting results of the 2026 proposals from District 12 members in attendance:

- Resigning membership while under investigation – APPROVED
- Horse race fatalities reported to USTA— APPROVED
- Shoes off/shoes on — APPROVED
- Horse retirement contribution from claims— REJECTED
- Start caps for 2- and 3-year-olds — REJECTED
- Deposit for appeals — APPROVED
- Stallion Cap of 160 Mares— APPROVED
- Standardbred as embryo transfer recipient mare – APPROVED
- Executive committee composition – APPROVED
Jeff Gregory was re-elected as chairperson for District 12.
Over the coming months, the remaining districts will convene to discuss key topics specific to their regions and cast votes on the proposed initiatives. The outcomes of these district votes will be compiled and presented to the full USTA Board of Directors at the Annual Meeting in March 2026.
